OK... Let's start again! Any website that offers company formation in Europe will set up a company and deal with all the paper shuffling. The example quoted by p00p is one:

Search Google under "Gibraltar company formation" and about 12K links are returned. Many of these links are a kinda education process in what offshore can offer.

The other comment on this is.. dump obvious doorway spam and deal direct with a company actually in Gibraltar. These companies usually have a few lawyers/barristers involved and they will provide any legal advice you may require. (I have found from past experience there is just no point in speaking with an "onshore" lawyer on the subject of "offshore".)

All the companies listed in the cross-ref thread at the top on this page do this. In real life it is simple formality stuff - they fill in forms, take em along to the registry, get them stamped, pay some duty and it is done.

I'm smelling you may be searching for more than this.. possibly banking? If so, I'd recommend that you handle banking yourself in an offshore jurisidiction. It is known, but not customary to divulge the locations and accounts of an offshore banks to any nominee directors. Once you get a POA (power of attroney) with your offshore, you can do as you wish in opening bank accounts etc - nominee directors are not involved in this.

If you want some suggestions for offshore banks, I can do this.
