Would be pretty hard to charge them. If a person doesn't know who their father is or the identity of their father is in question they could always just say that they had been told Prince might be their dad and they wanted to find out for sure.
I suppose if it is clear they are trying to scam then there could be issues, but most of this is likely going to fall under the banner of civil litigation so it would fall on whoever is overseeing his estate to sue those people and they likely have little or nothing so there is no good reason to go after them.
