Having worked many events like this, I'm familiar with what likely happened
The event volunteer at the water table probably told someone that after the runners pass that table, the remaining water is for the community, the event organizers typically don't gather up the remaining bottles and take them elsewhere for storage .
Then it just catches on, seen it quite a few times.
