Terrorist targets are rarely strategic.
Terrorists terrorize.
Usually, terrorists have a definite objective -- freedom of their lands, release of their political prisoners, etc.
The Islamic Terrorist State's goal seems to be just revenge for their perceived insult to Allah. As ISIS is eliminated, and the rats are getting cornered and exterminated, ISIS will become more irrational in their mindless violence.

How have any of ISIS bombings been strategic? The Islamic Terrorist State bombs non-strategic targets and chooses low hanging fruit targets with the maximum threat to public safety -- and the maximum terror value.

They succeeded -- you are terrorized.
