It's always tit for tat.. Everyone knows Russians and the Chinese do these fly by or intentional breeches of other countries air space for a few miles. It's SOP for commies it's just the commie thing to do like military parades.
Meanwhile we put naval ships right off their coast and fly all kinds of "recon" missions at the edges of their air space.
It's all fun and games..
