Don't know, but the people crossing usually don't even have a shirt on their back so doubt they have 50 foot ladders, just a guess though.
I would think some type of sensor system would have to be included though. Shit, just throw some barb wire at the top, certainly would be a deterrent. I'm sure that extra $3/foot won't kill the budget.
