The video doesn't lie.. He started out claiming 4 billion. When others said it would be at least 10 bil, he claimed they didn't know how to do it right. He then kept increasing his estimate until it's at the point today where he claims 12 billion.

It's all right there in the vids his own words.. However this doesn't include making roads to all these far off locations, the legal costs of stealing the required land from American citizens to build it on.. ect ect which is why the real world estimate is closer to 25 billion.
