As the article says there are roughly 35,000 stray dogs in Moscow and only about 20 of them have learned on how to use the subway for traveling. So it's not like you can see those dogs in every metro train.
On the other hand, 35,000 stray dogs is really a lot. Moscow is one of the hugest megalopolises on the planet (it's larger than NYC and LA
combined together). A lot of people live there, so there is a lot of homeless dogs and cats too. Unfortunately we have not enough municipal shelters to fit them all.
