Actually assuming the population of Germany is 82 million, a 1000 person survey is adequate, allowing a 3.1% margin of error, at 95% confidence.
That means that pretty much, 1000 people polled can in fact represent the population of Germany.
And for the record a LOT of people in ALL countries think the US was responsible. There is just too much evidence to support otherwise.
