it's simple.. Just buy a prepaid visa that can be used online. I'm not sure if the gift cards work but I used this for a awhile
Walmart MoneyCard ? Prepaid Debit, Prepaid Visa, Prepaid MasterCard from Walmart . I cost $3 and if you keep using it then it's $3 per month. Then you just log into your paypal and under "add a card" or somewhere around there you add that visa prepaid card to your paypal.
It's simple and the walmart card even allows direct deposit if you want to keep using the card or you can cancel it for free anytime. The card doesn't allow over drafting so if you load X amount and try to spend more than that via pay pal or via the card itself it just won't work unless you add more money to it.
