36.5% according to Wikipedia but that doesn't include all the Russians who don't have Russian nationality. Estonians make up about 48%, which will include quite a lot of Russians who took up the offer of Estonian nationality.
Also there are huge numbers of Russian tourists so basically in the center all you will hear is Russian being spoken.
I never noticed much tension between the two communities, but there is political tension between the two governments. A couple of years ago Russian special forces crossed the border and kidnapped a top Estonian military man :

Estonia is in NATO so it would be world war 3 if Russia did invade.
