There are many issues with the ISP filters. Kids are more tech savvy than their parents for 1. It's an ongoing battle.
It shouldn't be solely up to the government/ISP providers to protect children, the content distributors should do their job also. It's far too easy to access free porn, pretty unbelievable really.
