It will become illegal to put 18+ rated adult content on your website, without thinking about and taking mesures to protect younger viewers. Those found guilty will be prosecuted and fined, even eventually face jail time. Any sites without a "safe check" in place will be immediately taken offline. It will be driven underground.
Porn wont be banned, just have much stricter measures (rather than none) in place.
