Why not go all out? Install floor scales in front of every checkout line in every grocery store. Mandatory, no exceptions. You have to weigh in before you get to unload your cart. Each person's weight is displayed on a big digital readout overhead. If over a certain amount they get hit with a fat tax, +$20 per 50 lbs over.
