I believe immigrants should be required to learn the language of their new home country.
My step father came from Belgium, and barely spoke a word of English. He's told me more than once that not speaking fluent English has hindered him on multiple levels. It was difficult for him to get a job, and when he did get a job it was difficult for him to advance due to language barriers.
Just makes sense to me. If I was to move to Mexico, I would learn how to speak Spanish.
