Or, they can just make payouts 100.00 or 250.00 or 1000.00 and never have to worry about dealing with webmasters that aren't worth their time. No matter how you want to spin it, they are telling you "sorry, but we lose money on people like you and choose to focus on those who can send 10-20-30-100 joins a day and give them our resources".
