This is very, very simple. If I mail my suitcase to Moscow, and they mail it back to me, it means I have sent my suitcase to Russia. This doesn't mean I have been to Russia. I means I sent a package to Russia. In other words, Russia sent a probe to the moon. But no Russian has ever been to the moon. Instead, all they could do is send a package.

Since 1969 the United States has sent a dozen men to the moon. Russia has sent none. Not one.
