Rhino, are you talking about wiping clean the population of Europe and the America not caring? (In which case I wonder which country would LOVE to move in and repopulate.) Or are we chopping an entire continent off the globe for the sake of hypothesis?
If countries co-exist, then yes, they must always care what the other is doing. That's the nature of politics, economics, trade, security, etc etc.
