Crowdfire. It's a great tool for finding who is not following you as well as inactive followers and you can unfollow them from it.
Non followers, unfollowers and inactive followers never see anything you post so unfollow them. And no you won't get banned if your follow to follow ratio is way off, just a lot of twitter followers will not follow anyone if they don't follow back, just a funny of twitter. You want to "advertise" to as many people as possible that have no clue of your existence? Use hash tags very well as well as use the twitter follow systems.
