Oh man; how insane are you? Just because the narrator says. "that's the black SUV, no that's the black SUV, oh, that's the black SUV" does not mean he has a clue what he is talking about because it is obvious he doesn't.
As far as why the blinkers and wipers were on, I suspect bullets hitting buttons, or messing up the onboard electronics
