Perhaps compulsory atheism is needed. How can you deal with people who sincerely believe that when they die they will go to Paradise? They have no fear of death, they have no empathy for those they kill or wound. There is no way to reason with them as they deny reason, they deny science, they detest the culture of the people of the world and have no thought at all when blowing up antiquities in Palmyra and destroying the Bamiyan Buddhas. If ever there needed to be evidence of abhorrent humans the people who are doing this are the perfect examples. I would not be surprised if there were Muslim victims in Paris as well, because these vile creatures hate the moderates as much as they hate us.
Perhaps it is time for the US to drop the cold war rhetoric (and yes I know it was Bush who helped these barbarians get started), join with Russia and do what they both did in WW2 as allies and defeat them totally and utterly in Syria and Iraq. Then when the homeland terrorists see that their romantic Islamic dream is completely destroyed, maybe they will crawl back into the slime they came from or go to Saudi Arabia and stay there.
