Drag a video into Photoshop and go to windows to make sure the timeline window is open.



Under timeline setting set the FPS to one frame per second





File/Export/Render Video



Choose Photoshop Image Sequence



Set your JPEG Quality and a destination folder for the files render and you are done!

I like doing it this way because I can use my Photoshop tools for easier image editing.
