The fact that the black community is the usual victim of police use of force does not necessarily mean they act more recklessly in front of police officers than other communities.
I'm 100% sure that if a black dude and a white one run away from a police stop the black one will eat the bullet.

Having said that I really think it's weird that "acting safe and not being shot" during a police stop is even something worth mentioning, this should be absolutely common.
The fact that this "makes the news" is a strong indicator that something is really wrong in the relationship between the Police and the public...
