I have no experience with Xcart but have built many Woocommerce sites and spent well under the $1k Xcart licensing fee on various plugins to make it all work.
When I've needed something more custom, I've had good luck (with one exception) using
codeable.io to develop custom plugins. However, those costs are usually over $1k.
