just an example: all crimea speaks russian. Ukraine made a law all the movies should be translated to ukranian only. Crimean local government made a law they could translate movies back to russian. So they've got Russian movies at the movies translated from russian to ukranian and over ukraning voice overlaid russian translation again (not original sound). If ukraine would be more tolerant to other nationalities living there no one would run away to russia.
