In those pics it looks like the closed off the street to cars since people are standing right in the middle of the street. When did they start doing that? Never happened when I lived in NYC...except for New Years Eve and a parade maybe.
Now that I look at the pic more closely, I do not even see any curb to separate the sidewalk from the street...it looks to be a single plane. Jeez I do not remember it looking like that.
