That's a contract for several missions. Again, we don't need to send a full crew or a shuttle.... and dragon capsule sends supplies. Putting it in CAPS doesn't change the fact that we are still paying less to continue what we need to do. Nor does it change the fact the russians quadrupled the rates after an agreement was made.
