Your first example is discussing an entire quote of coast/water inside the territory of North Africa and not as the African continent:
"European Migration Control on African Territory, by Pablo Ceriani Cernadas,
analyses the inhuman immigration control policies adopted by European governments
and EU organizations on the coast and in the waters of North African countries."

Your second example discusses land inside of Africa. Thus it is African territory. Africa as a whole is a continent. Individual plots could be discussed as territory.

You can use it in the context of: "The lion roams inside the African plains where it's territory stretches from the national park...."

Africa is a continent. Not a territory.
