It's funny how people don't seem to understand how Payoneer works.
You can't signup yourself to Payoneer, but have to signup via a sponsoring program. The sponsoring program is the ones that cover your fees, how else would Payoneer be able to give you a card for free?? So you're really not a direct customer to Payoneer, you are really signed up under the sponsoring program. So you are more of a client to the sponsoring program signing you up for Payoneer, than a direct customer/client to Payoneer. And because of that, your account is controlled by the terms agreed between your sponsoring program and Payoneer.
Well, in all fairness, not even all sponsoring programs decide to cover the initial card fee for you, so if unlucky you even have to pay for the card that most get for free because their sponsoring program decided to cover the fee for you.
He can withdraw the money, just not with quite as many options as most of us else can, because we signed up to Payoneer via a more generous sponsoring program.
As always, I am amazed at how little people on GFY seems to know about services and things they use. Just because one service works a certain way (think Paxum), does not mean a similar service will work exactly the same way (think Payoneer). And just because public opinion say one thing, does not make Payoneer work that way. People should really try reading what they actually sign up for and not just make assumptions of what, how and when.
