You can get a mastercard, from the same bank as Paxum and Payoneer uses and buy stuff with it. They also support payment by wire.
They also have some cooperation where you can pay for wour hosting, cellphone and similar stuff but it is mostly oriented towards a russian market if I understand it correctly.
