Whatever justification applies to 1, 10, 100, 1000, 100,000, 1,000,000 applies to every single of them. Since you can't take every single one of them without drastically changing life for your current legal citizens the answer is none, zero.
Instead you take on the problem at it it's core. In it's homeland.
Not being insensitive, just realistic.
edit, And equally importantly ... They won't assimilate into our society, they will try to dominate. It's their religion, their belief.
