I needed the same thing you did, eventually gave up because all the international sites have so many different landers, and half of them you can't even see because of geo redirections etc. The CPA networks can't control what most of their offers display, and most those guys are running 5-7 step landers to properly qualify the SOI lead they are paying out on.
My advice is just accept that some of your international guys won't be seeing a clean lander, or translate a whole bunch of your own basic prelanders. I could probably set that up for you along with a single automatic link to redirect the users to the right offers.
