Only way to combat that is to take down everyone at the sametime. I am talking about 1000 arrests on the same day at the sametime. Every single person connected to the shooter or likely to be connected get a wakeup at 7am or 6 am...rights are suspended and all drugs and guns found on the premise are usable in court.
Then scumbags will start to police themselves. Anytime some kid gets shot by moron gangbangers....everyone is going down.
