Wrong. While quality content is important, you still need relevant backlinks as well.
Also keep in mind that a lot of other little things are important as well - being mobile friendly, fast load times - but none of them and I mean none are as important as relevant backlinks combined with quality content.
And by quality content, I should clarify this means what appears to be quality content to the end user. If your site has more ads than content, then you failed.
If a user was searching for blonde lesbians with big tits and end up on your site dedicated to brunette asian chicks with no boobs, then no matter how great your content for blonde lesbians may be, you failed.
If your site is about Kim Kardashian, then think about all the things someone interested in Kim Kardashian may like or want to see. Don't offer exactly what every other Kim Kardashian site offers - be different, somehow be unique and above all, offer more than the next guy and make sure you are promoting the fact that you offer more than the next guy.
The longer you can get that Kim Kardashian fan to hang out at your site, the better your SEO will be and the more traffic Google will send you because now Google is like oh hey this site must have some quality ass Kim Kardashian content because these fuckers who visit the site looking for Kim K seem to hang out there a long ass time.
But again without relevant backlinks, you aren't going to get anywhere either.
It's not either or - it's both. You must have both.
