I'd bet the kid would be more conscious about the time he's getting home after spending the most of the night sleeping in front of the house but to refuse him to come in after she left for work was a little too far. At that point it goes from feeling punished to feeling rejected/neglected by his own Mom which is why he probably felt OK to call the cops. Still, should've called his grandmother or someone else instead.
