The term hosting plans and what you ask about doesn`t really go hand in hand
You make it sound like you just add on another cheap plan and can grow a tube site to what ever size that way.
Contact some hosts (good ones) and ask them these questions. natnet, mojo, cyberwurx, isprime ect
