Read that 'finding out' as incontrovertible proof - not as a cover story concocted to protect those involved. However, assume for a moment that is exactly what happened - what proof would you need in order to accept it? Video footage of him flailing about in the back of the police van before collapsing, maybe? Anything short of that will be perceived as a coverup.
My advice to the people of Baltimore would be to board up your windows and make sure your insurance premiums are paid, but don't sink a dime of your own money into fixing things until all this is well and truly over.
