i'll stand corrected if you can show me the rule on it. otherwise, i'll go with my understanding, that the process is scheduled and the polar opposite of random. you seem to think there's someone who decides which bills are important enough to warrant actually scheduling our law makers around, you know, making laws. for example, you stated this guy blocked the bill for sending arms to ukraine, but then you claim something like this is neither a big nor important bill.
that' just not at all how the process flows. it doesn't matter how many meetings a congressman has during the day or wtfever, their PRIMARY job is to introduce and pass legislation and by all accounts, 90% of them participate in that.
