I think you are smart enough to know that there isn't always scheduled times for bills being voted on. These guys have more to do than just sit around idly waiting for someone to bring a vote to the floor.
You really don't think they report to the floor at 9am and leave at 5pm or that there are scheduled times in which random bills are brought up for a vote do you?
