Did you read the article or watch the video on the accompanying page? It appears "most" votes passed by Congress are passed in this manner using voice votes. According to the rules they are supposed to have a "minimum" number of congressmen there to make the vote. According to this Congressman that almost never happens and the Speaker of the House can "pretend" there are enough people there and do the vote anyway.
There is no record of who voted, so if no one does what this guy does and stands up requesting a recorded vote then there is no way for anyone to prove otherwise.
