The US President cannot rule by decree and tell a bank to close certain accounts or to take a persons monies hostage without legal recourse in the US Courts. There are laws and legal procedures. There must be public court warrants issued under rule of law -- that is the law here.
It's called Rule of Law. We don't make up the law as we go to suit the circumstances.
