Depends on: the year of calculation and inclusive of war zones. E.g. Northern Caucasus adds a lot to the average homicide rate and lifer expectancy in Russian Federation (the bunches of Muslim radicals got killed there every day). But if you compare NYC with Moscow, you will see that lifer expectancy there is the same and homicide/rape rate in Moscow is
much lower than in NYC. Surprised?
