JW player is flash last I heard.
mp4 loads all the way before it will play because you don't have a media server on your web server.
Flash media server, wowza, lighttpd etc...
One of the above must be installed.
Or you must use a "moov atom" script to put mp4 meta data at the front of each video.
If that doesn't fix the problem then something else is going on.
