Also, not only am I rational, I read before I post.
The reason the GOP gets no credit for it is because they were not in control of the house or senate at this time. Here are the breakdowns of the votes by party and region:

The original House version:
Southern Democrats: 7–87 (7–93%)
Southern Republicans: 0–10 (0–100%)
Northern Democrats: 145–9 (94–6%)
Northern Republicans: 138–24 (85–15%)

The Senate version:
Southern Democrats: 1–20 (5–95%) (only Ralph Yarborough of Texas voted in favor)
Southern Republicans: 0–1 (0–100%) (John Tower of Texas)
Northern Democrats: 45–1 (98–2%) (only Robert Byrd of West Virginia voted against)
Northern Republicans: 27–5 (84–16%)

It was clearly a north Vs south situation. In the end a democrat controlled house and senate passed a bill that was signed by a democrat president which means they are going to get the credit for it.

Politics is a game of what have you done for me lately. While there were some key GOP members that helped the civil rights bill get passed, right now most minorities see the republicans as the ones who want to throw them in jail and pass laws to keep them from voting.
