Admittedly, this is a sticking point. You'd need to look and compare one review to the next... to see if there's some sort of logic being presented. 90 points are set in stone. You either have it or you don't. The rest comes down to placement in the category... usually focusing on content amounts as a base, then up a point or down based on whatever could make a site special.
We list sites that don't pay, as well, but they tend to be smaller sites so you would rarely see them as being able to compete with the production power of a bigger company. It just happens that this usually works in our favor. There's no hiding from that.
