Municipal parking laws are typically recommended by city staff (often in consultation with public citizens) - then voted on by (elected) city councillors/aldermen...that come from all walks of life...not just lawyers.
Signage (at least in our city) is not made overly complex intentionally since parking tickets can still be challenged in municipal/provincial court. The administrative costs (for the city) to attend court challenges is significant enough incentive to keep parking signage as simplified and easy-to-understand to the general public as possible.
There's no grand conspiracy to 'control the masses' with roadside parking signage. To even imply that is lunacy...ignorance of the facts at best.
