It doesn't?
For example in my country official language means for example what languages you can use with government officials, etc. In simple, when you go for example to police, you know that they speak that particular language. I have supposed that it is English in USA. Am I right?
EDIT: Based on wikipedia it doesn't have official language, but "de facto" language. Well, common law and common language, it suits.
