I don't think this is the case, phone billing works with premium lines, you will be charged a lot more, even if you hang up right away it will charge you for at least a minute and that minute won't be 8 cents even in mexico, 8 cents is ~ 1 peso (a coin, the smallest denomination there is, money there starts from 1 peso) if you call you neighbor there it will cost more. Also mobile phones are much more common there than land lines, when I was there everyone that I knew had a mobile but only hand full of my friends had land lines. Credit cards are also wide spread (a lot of latin america is quite good with credit cards, after all visa and mastercard experimented there with this tech before implementing in the western countries)
