Cool story,
And now for a simple little fact that makes this moot.
Yes, Ethanol was banned during Prohibition ... And now for the BUT...
If it was combined with gasoline as a mixture it did not fall under the ban.

What does this mean...
The ban on Alcohol had zero possible impact on Ethanol as a fuel, to use it as a fuel it is combined with gasoline.
That's why it was still being used during Prohibition.
