The monitors yes, the keyboard - depends what you are used to, I am super slow nowadays on a full keyboard I'm too used to my laptops keyboard.

When I think of PC set up, I am thinking of a desk with a full keyboard, a mouse, and multiple monitors. Right now I am on an Alienware MX18 with an extra monitor on a desk - that's no longer a laptop, but more traditional PC set up.
A laptop is when you can go from room to room only carrying your laptop - meaning no extra monitors, keyboard, or mouse.
A laptop with a docking station and an extra monitor is a really more like a PC.

I still classify this as laptop as I can have multi-screen setup at home but then I can take my latop jump on a plane and go to the other home in the other country... and work during the entire journey, hard to do with actual desktop.
I kind of have a desk setup for my phone, when I am at home it has a full blown monitor, a mouse, a keyboard and external drive; I use it like that as a second computer but it's still a phone, you just disconnect it and it goes in your pocket, hard to do any serious work with it though when it's not connected like that
